Olbrich is an American evangelical pastor who, with his wife, Sou, founded Foursquare and Children of Promise, the largest of several faith-based operators of residential care facilities, or, as he calls them, church homes. Some older religion-based groups have joined the campaign to de-institutionalize children. But others, like Foursquare, have resisted. The Olbrichs say they opened their first church home in the early '90s because there was a pressing need.

Brooklyn Bridge Parks Pier 6 opens to rave reviews

A long-isolated section of the Brooklyn Heights waterfront was bustling today with cheers of happy kids following the opening of a new segment for Brooklyn Bridge Park that also includes a dock for free weekend ferry service to Governors Island. The $55 million park addition, located at the foot of Atlantic Avenue at Pier 6, features a 1.6-acre playground with a water play space, 21 swings, slides, a 6,000-square-foot sandbox and a marsh garden.
